The Strengthening Policy Advocacy and Commitment for TB (SPACE4TB) is a group of four civil society organizations (known as a cluster), working in the health sector particularly to improve tuberculosis (TB) service delivery across Lagos, Oyo and Osun States, and the Federal Capital Territory.
The cluster consists of the Debriche Health Development Centre (DHDC), established in 2019 with the aim of leveraging on diverse advocacy tools to deliver services to poor and underserved communities and key populations; JAKIN N.G.O, established on October 12th 2003, and aiming to solve emerging societal ills; PLAN Health Advocacy and Development Foundation (PLAN Foundation), a health and development focused non-governmental organization with over two decades' track records on advocacy and capacity building on public health, non-communicable diseases, disability, and lately, climate-smart agriculture; Foundation for Concerned Souls and Humanitarian Development, formerly known as Organization for Concerned Souls International, established in 2003, focused on public health interventions including Tuberculosis, HIV/AIDS, Hepatitis, Malaria, Reproductive Health, and Research.
The Nigeria Strengthening Civic Advocacy and Local Engagement (SCALE) project is a USAID-funded, five-year project (Oct 08, 2020 to Oct 07, 2025), implemented by Palladium in collaboration with local resource partners. The goal of the Nigeria SCALE project is to strengthen the financial, management, and advocacy capacity of local civil society organizations and business membership organizations in Nigeria to create a more accountable, transparent, peaceful, and democratic Nigeria with more effective and efficient public service delivery.
The SCALE project supports civil society organizations and business membership organizations across all USAID/Nigeria programmatic sectors with managerial, business strengthening, and advocacy capacity-building interventions combined with targeted grants to advance agreed priorities. The project is designed to enhance local civil society organizations' ability to be positive and responsible change agents in Nigeria.
In 2024, SCALE expanded its capacity-strengthening interventions to support organizations working within the tuberculosis sector to address reform challenges. Despite significant progress in the past few years, Nigeria continues to suffer from the negative impact of the high burden of TB. The country has the highest TB burden in Africa and ranks sixth among the eight countries that contribute more than two-thirds of global TB cases (WHO, 2021), whereas only 285,561 cases were notified (detected, diagnosed, and reported), meaning that approximately 40 percent of the new cases in the same year were not diagnosed and thus not reported or treated. Treatment coverage for those notified in 2022 was only 59 percent, demonstrating a significant unmet need for TB services for those in dire need of these services.
In light of this, and in view of our mission to deliver quality healthcare to underserved communities, we at DHDC are conducting a tender process within Nigeria and hereby invite your submission of proposals for the supply of:

The consideration for the selection of vendors and service providers shall be determined by the following weighted measures:
DHDC assumes no responsibility for product or service cost, delivery, or transport cost.
VAT is not paid.
Withholding tax will be deducted as prescribed by the Government of Nigeria.
All products and services submitted must meet official Nigerian government standards.
DHDC reserves the right to change the above-specified quantities until final awards are concluded.
Relationship with any DHDC staff or partner should be fully disclosed on the tender. This will not disqualify the bid in any form but will help avoid conflict of interest.
